The Volunteers in Medicine Clinic is governed by a 11-person Board of Directors comprised of physicians, policy experts, and business and community leaders. This dedicated group of volunteers contribute over 1,000 hours collectively each year to see that our Mission and Vision are fully implemented.

Board Members

Cynthia Kane, PhD - Chair
Cynthia brings an understanding of the big-picture medical challenges facing uninsured individuals and the organizations that serve them. In her work with Clear One Health Plans and the Clear One Foundation, Cynthia became aware of VIM’s mission and the value that our services bring to the community. As she states, “The emergency department should not be the medical home for low-income Central Oregonians.” Cynthia has a Masters Degree in Education from Oregon State University and a PhD in Health Education from the University of Oregon. She now owns Kane Health Care Consulting, LLC, and in her spare time enjoys cooking, traveling, golf, cross country skiing and hiking.
Rod Ray, Ph.D. - Former Chair
Rod’s interest in Volunteers in Medicine stems from his lifelong love of Central Oregon and the people who live here. Rod moved to Bend in 1965 and grew up here, graduating from Bend High School before earning his bachelor’s degree at Oregon State University and receiving his master’s degree and doctorate from the University of Colorado-Boulder in 1983. Rod is the President and CEO of Bend Research Inc., a research and development company that specializes in the development of pharmaceutical and health science technologies. The firm has been a mainstay of the region’s high-tech industry since it was founded in 1975. Dr. Ray participates in numerous professional and civic activities, such as serving on Central Oregon’s Higher Education Assessment Team (HEAT) and the Oregon State University Foundation Board of Trustees. He has served on VIM’s board since 2003.
James Lussier - Former Chair
James Lussier (Jim) is the founder of The Lussier Center/TLC which is focused on performance excellence through the development of optimum governance and leadership approaches that creates a preferred future for organizations. He has served at the executive level and as a CEO in healthcare organizations and provided counsel and training to hospitals and health systems in The Netherlands, Africa, Japan, Canada and the United States. Jim was CEO of Cascade Healthcare Community and St. Charles Medical Center for 15 years.
Bob Hakala, MD
Dr. Hakala practiced family medicine at Bend Memorial Clinic for nearly 26 years. He is a graduate of the University of Oregon Health Sciences Center, completed his internship at Santa Clara Valley Medical Center and returned to OHSU to complete his residency in family practice. During his career he served as Medical Staff President of St. Charles Hospital and as Chairman of the Executive Committee at Bend Memorial Clinic. He is currently one of the two Co-Medical Directors of VIM.
Pam Steinke
Pam Steinke is an Oregon native growing up in the city of Ukiah in the Blue Mountains and moving to Central Oregon in 1979 to begin a professional career in nursing. As a registered nurse, Pam Steinke holds responsibility for the delivery of clinical care as the Chief Nursing Officer of St. Charles Medical Center Bend and the Vice President of Quality Management at all Cascade Healthcare Community facilities.
James Petersen
Jim is a founder and serves as immediate past Board Chair of VIM. Jim was selected by the Bend Chamber of Commerce as Bend’s Citizen of the year in 2004 for significant and lasting contributions to the Bend Community. In addition to being an active Rotarian, he is a past Board Chair of Cascade Healthcare Community, the parent organization that owns St. Charles Medical Center - Bend and St. Charles Medical Center - Redmond. Jim is an attorney with Karnopp Petersen where he has practiced law since 1980.
Judi Hofman
Judi Hofman is the privacy and information security officer for Cascade Healthcare Community – St. Charles Bend, St. Charles Redmond and Pioneer Memorial Hospital in central Oregon. Judi has been on the Board of directors for VIM from the beginning of the project in 2001. Her passion for the medically underserved grew from her own experiences of losing her family's health insurance for 9 months while in a job transition. Since that experience 15 years ago, Judi has been a strong proponent of the projects like VIM.
Rev. Steven Koski
Rev. Dr. Steven Koski has been the Senior Pastor of First Presbyterian Church of Bend since 2006. He has served on the Board of Volunteers in Medicine for the past two years. Steven is passionate about VIM's mission and excited to be part of an organization that offers such a comprehensive umbrella of compassion and quality care in these challenging times.
John MacMillan
As Vice President, Principal Business Relationship Manager at Wells Fargo Bank, John brings the perspective of a banker to our non-profit work. A lover of snow and water sports, John originally hails from Southern California. He moved to Bend nine years ago after spending 10 years in Portland. John’s been volunteering with VIM for the last three years, both on the Board of Directors and on the Development Team, because it gives him an opportunity to give back to the community – specifically to those less fortunate with medical needs. John and his wife, Erin, have two children, Gabe and Marlo.
John D. Teller, MD
John feels that it is a privilege to support VIM as a vitally important option for health care delivery in Central Oregon. As a Board Certified Family Medicine physician at Bend Memorial Clinic, Dr. Teller brings a primary medical care perspective to VIM’s Board of Directors, representing both the volunteer providers and the patients who depend on them. John received his undergraduate degree at Oregon State University, and his medical degree from Oregon Health Sciences University. He completed his residency at Lutheran Family Practice in Brooklyn, New York, as well as a short-term teaching fellowship from Michigan State University. Dr. Teller also worked as the Medical and Site Director for Legacy Clinics and as a Family Physician at HealthFirst Medical Group and Tualatin Medical Center. John moved to Bend six years ago and enjoys alpine skiing, mountain bike riding and community arts in Central Oregon.
Deb Davies, RDH
As a Registered Dental Hygienist, Deb has been the Director of the Dental Assisting Program at Central Oregon Community College for the past 14 years. Her involvement with VIM began in 2004, when the COCC-VIM Dental Clinic partnership was launched to provide basic dental care to VIM patients. This model has been highly successful, providing practicum hours to COCC dental assisting students, community service hours for volunteer dentists, and much needed dental care for VIM's low-income, uninsured patients. A 20-year Bend resident, Deb enjoys cycling, hiking and skiing, and spending time with her sons, Nick, Ben and Seth.
Kate Dunning, Board Treasurer
Kate is the Director of Marketing and Sales Finance at American Licorice Company in Bend. She is also a Certified Public Accountant (CPA), and has a Masters in Business Administration from Portland State University. As VIM’s newest board member, Kate fills an important role as Board Treasurer. As she states, “I know VIM volunteers and employees, as well as patients. VIM is filling a great need in our community, one that, unfortunately, has only been growing.” A Wisconsin native, Kate is an avid cyclist and snowboarder.Emeritus Board Members
